If they were trained for that type of work somehow, would definitely be more organized than people who are either former vigilantes, billionaires with suits, criminals, metas, etc...

I think whoever the Time Bureau are they will be rigorous rule followers thinking they know better than all the Legends. Then when it comes down to the wire they need the Legends to save the day. So basically the cliche way.
However I think Rip sent Ava to watch the Legends because he figured she wouldn't fall under Sara's spell (like he did) then she will end up helping the Legends because no one can escape falling for Sara.  It's her never give up spirit (even death can't stop her) that makes people want to follow her. __________________
