I think she just meant that she can't believe Oliver slept with all of the three main women in general. I'm sure Tess agrees lol.

It is! Tess, although an original character, is loosely based on Mercy Graves and Eve Teschmacher, but combining the personality of Mercy and making that the pet name that Oliver calls her was really awesome. It's a very sensual name, so I like that Oliver calls Tess that. It has an intimacy about it, and he always calls her that when they're alone in the first two seasons (that she's on), and he does it intentionally, like he's saying to her, "Remember, I know you."
  I also like that she has a hard time with being Mercy (to Oliver) and trying to have "no mercy" for Lex, and that she feels once she becomes head of LuthorCorp that she has to leave who she was with Oliver behind, and not be Mercy. So you can see her struggle with that, letting go of who she was with Oliver, pushing him away, so she can do all she has to do for Lex. Mercy vs. No Mercy.     It was a very cool storyline and very cool character development for Tess. And every time Oliver would call her Mercy, it would drive her a little bit nuts, but she would long for it at the same time. Because she still loved him. But she would never tell him that. *sighs* Oh, the push/pull between them. __________________

Well Tess Mercer started as an original character until they changed her story arc in season 10 and revealed that her real name was Lena Luthor... so she got tied to the comics.
