I think it's equally important for both of them. We learn what, and who, drives Oliver to become Green Arrow, through his need to save Tess.

But as far as the audience, you're right. We needed to understand that Tess was once so different than who we're seeing as the head of the Luthor dynasty. It gives us a connection to her, a reference to who she was, and keeps us interested in WHY she is who she is now.
