^Clark and Pete were friends first because they became friends in elementary school so Pete is Clark's first friend. Right with that guy who was obsessed with Lana, Greg Arkin... but when they went to High School, I think they distanced from Greg but maintained their friendship.

Clark met Chloe in the 8th grade, and of course, Chloe, Clark and Pete all went to Smallville High. So of course, Clark probably was hanging out with both and probably is the reason why Pete and Chloe met.

So basically without Clark, Pete and Chloe probably wouldn't know each other since it's all about the crowds you are with.
And I guess Chloe and Pete became close enough to start the Wall of Weird together.
