It is illegal and that's why Hagrid wasn't allowed to keep them around.
 I wonder if Newt kept a dragon in his suitcase though?__________________

Thanks.. Even tho the reason why he kept those creatures bec he want to educate the wizarding world about why they are important and need to be protected that what I have the card about his role.. It sound like this can fit for Hargrid..

I'm not sure how you can acquire them legally though? If it's for teaching purposes then maybe Hagrid should've asked permission. But then Hagrid is no Magizoologist like Newt who studied to take care of these creatures.
