As far as I know it is passed on as a family heirloom. In DH2, The Tale of the Three Brothers, we see a short explanation of how the Invisibility Cloak came to be.

Assuming he came across one. The Demiguise usually takes on an invisible form so I assume Newt gets annoyed by that but is used to it.

That's true. Most of the creatures trust Newt and he's bonded with them so he knows how they all tick.

I bet if Hagrid studied to be a Magizoologist, he'll be like Newt and taking care of dragons legally.
