It's kind of a given that when you're a rich, wizarding family, then you should be a Death Eater. The Weasleys weren't as rich as the Malfoys and therefore none of them were inclined to join the Death Eaters.

Yeah we don't know much about their past. Narcissa did meet Lucius when they both got sorted at Slytherin house so they've been sweethearts since their Hogwarts days.
