He got in trouble for that but of course Dobby didn't mean for Harry to be the one that is blamed for the magic. Dobby was trying to warn Harry about his life being in peril and Harry (with no evidence) of course wouldn't listen.

It was a minor thing really but Harry still used magic outside of Hogwarts which isn't allowed. If it was something far more grave than what Harry did, then he really should be expelled.

Harry didn't get in trouble for blowing up his aunt, I think mainly because it was an accident..
