He can speak Parseltongue mainly because of that scar he got from Voldemort.

Right? That's how Harry feels. Not everyone can speak Parseltongue. Only a few and it's rare that wizards can do that.

Yes because speaking to snakes is not common and also because Voldemort can talk to snakes so they all thought he was a weirdo/evil for that.
