Not that I like that Cedric died but it took his death for people to believe that Voldemort was back.

Yes. That's why the Ministry didn't want to tell the rest of the wizarding world about Voldemort and refused to believe he's alive because they'd panic.

Fudge wasn't the right choice of minister to face Voldemort uprising. He's weak and a bit coward as he let Umbridge to fully control his decisions just to stay on the chair as a minister but to me Umbridge was the real minister controlling every aspect behind the curtains but the only place that was out of her control was Hogwarts that's why in Ootp we saw her heading towards Hogwarts to kick out DD and shut Harry off
