I probably wouldn't get a Howler from my parents. They'd send me a "quiet" Howler c/o my late dad cause my mom is the "cool" parent. My dad was stricter.

owls are allowed everywhere, Pig and Hedwig gave Harry and Ron letters in the common room.

I can't remember anymore. But I do remember Hedwig has been flying around Hogwarts but can't remember if he also does that in the rooms.

hm, in the bedrooms I'm not sure. I know the owls sleep in the owlery so maybe not.
