He is. The locket exposed his deepest insecurities. It even showed how Molly was fawning over Harry so he was also jealous of his mother's attention on Harry.

When Harry wore it, it didn't have a huge effect on him. I think it's because he's experienced pain in his life (losing his parents & Sirius) unlike Ron who's a generally happy person.

And the only time (first time) Ron experienced pain is when he lost his brother in DH but that was also after he'd worn the necklace.

So if Fred had died earlier, then Ron wouldn't have that much of a hard time wearing that locket. I mean he'd still feel the burden but it won't be as bad for him.

Hermione also wore the necklace but she was the least affected. We never found out the effect of the necklace on her but I think it's more to do with how she handles her emotions and that in that point in time, Hermione was okay with her life and not in a "dark place" compared to Harry & Ron.

Ron was the one who was affected by the necklace the most because he was also away from his family and he was worried for them so a lot was going through his mind that time.

Remember the scene where he kept constantly checking the radio of news about his family? He was on edge and so far away from them so that affected him emotionally.
