Although I'm sure Grindelwald has his own army too but they weren't Death Eaters. These villains always have a group of people do the dirty work for them.

I feel like the FBAWTFT movies is the perfect opportunity for Jo to tell more canon stories about some HP characters she wants to expound on like Grindelwald & Dumbledore, for example.
