Headcanon: Teenage Jess is a bit vain about his hair, and he never allowed Shane to touch it. He spends too much effort getting it to look Just So for her to mess it up.
Rory, on the other hand, is a different story. She can run her fingers through his hair any time she wants to, and even if she makes a mess of it, he doesn't even care.
