I think that there was a battle going on behind the scenes. The network PTBs wanted to downplay Liz and make the show about Max.

Hell on Heels

In season 3 they tried to make Isabel and main character and it didn't fly. Just when the show was getting awesome again, it was gone for good. I would have liked another season.

but the show already is about Max. They're the two main characters who represented the humans and the hybrids.
i think that some people from the WB wanted to transform him in the alien superhero (he already was but they didn't like him "good" and human)
if i remember well Ronald Moore commented it in the commentaries. how the WB didn't like Max being human too and basically liked him more abusive and kick ass (they really didn't understand his character!)
I'm glad that the writers didn't succumb to the network and even if they tried to give them what they wanted in the last episodes they still didn't really change his character. They also created the pretext that Max was like that because of the alien side etc etc..
the funny thing is that while the WB was whining about the show they were the ones who, with their forced decisions, created the bigger damage.

And why she showed up late for work and talked trash about co-stars in trashy magazines. Not being the star of the show just killed her.

The network wanted the show to be more sci-fi in season 2 and since Liz was human and not alien...silly people. The human aspect of the show is what sold it.

An alien "Angel" is what they wanted. The network peeps have limited talent when it comes to vision - they always want a sure thing so they imitate rather than invent.

because it wasn't the purpose of the show. In the story the alien thing is just a methaphor about real life and adolescence. It was never a mystery.
the wb tried to turn it into another thing and this killed the show.

But after all they never really liked it. They had their own show (Smalville) and it's obvious that they wanted to invest more into something that they could control completely instead of a show like roswell that didn't fit with their idea of interesting tv-shows.
Rating isn't even the real reason especially seeing other examples on that network.
