Mary Hamilton and Bette Kane are not the same character.
Mary is an Arrowverse-exclusive character loosely based on Bette, just as Thea Queen is an Arrowverse-exclusive character loosely based on the character of Mia Dearden. __________________

I would say that very much like Mia Dearden and Thea Queen aka Speedy, they play similar roles.
So while Mary isn’t Bette. She is filling her current role. In the comics Jacob and Catherine acknowledged Kate and Bette as both their girls, despite Bette being their niece. In the show they are parents/step-parents to Kate and Mary. __________________
