I seriously wonder what is behind this weird decision. Usually when things are rebooted they don't use the same actors for past roles. The only thing I can think of is that they might be doing that Multiverse thing. Otherwise, getting JF back as Electro is pointless and makes no sense. If they are for real, MCU should hopefully do a better job with him than Sony did in TASM2 *shudders*
