I think S3 is my favorite season (even though I hate Cole/Phoebe RME) I feel the episodes had such good storylines, the witches were so powerful (nice to see Piper and Phoebe's powers grow for the first time this season) Leo and Piper finally got married, etc. I just hate that it's Prue's last season, but "All Hell Breaks Loose" is a great season finale, good premise with the witches getting exposed. I only watched halfway in S5 cause I felt the show started to suck and lost it's way. Even seeing a little of S4 on Pop, I'm reminded why the show started to fall off for me around that time. Just didn't feel the same, I didn't really like Paige, and the writing got worse IMO. Obviously, I didn't really like S4 and 5. So I like S3 the most, then S1, then S2.

Makes me think that might have been more to do with the actor, though I got no idea why the actor who played their dad in season 1 didn't come back, but I got used to the new actor.

As far as Phoebes active power went, I think it was shown less due to budget restraints than anything else. I doubt Piper's freezing would have been cheap either.

I'm pretty sure it was on a forum (not this one) where I first heard it so I couldn't tell you any original source but that's what I've heard about it

I don't know. Prue's likely would have been green screen and pulling people away with lines. I think Phoebe's was more lifting her into the air with pulleys and whatnot. As for Paige's I don't know how they work that in special effects. I imagine freezing wouldn't be cheap... though if it's just people they could just get people to stand really still... but to me it looks like sometimes it might be green screen behind them as well for that.
