I think Rio gave them the 'keys to the kingdom' in order to set them up. They were his fall guys, the scapegoats. A way for him to remove his obstacle (the fed that was on his tail) and get them pinned for the entire operation.
Obviously his plan didn't include being shot. But, I have a feeling they're going to be in a lot of trouble next season. __________________
