Frank was really in s2 season to kickstart his spinoff so he wasn't gonna be around on DD that much especially since they're focusing on other comic arcs that involve too much to add him too which is why Frank has his own show now

He may have a point but at that moment in time he was thinking about killing Fisk so the judgement wasn't necessary. I could see it at the end of the season when Matt left Fisk alive though.
