I have a question, if someone has already been to a campaign thread, but they haven't in awhile, is it okay to PM them and ask if they're still wanting to get a board for that? Or no?
Or people who have visited a board when it was open, but is closed now?

Yes, I feel it's okay. And if they don't want to be PM'ed again, they will let you know. But that's one thing having the campaign thread list of supporters is for.

That's okay but if you feel like you would be more than capable of starting the campaign thread for that person, let the person know and ask permission if you can re-start the thread. How long ago is the campaign thread?
