I guess it's because it's part of the whole Jon look? If he cuts it short, it'll be noticeable and he doesn't wear a wig on the show. But yeah, the fact that he's ordered not to cut it is insane.

it was smart of HBO to add that in the contract, I mean everybody was monitoring his hair very closely
Also that generated a lot of free promotion for the show
