I have a little program I found on the Internet, but it's not very good. At least, compared to some other people's.

I believe so Karen

It's much simpler than Photoshop, but you can adjust colors and the resizing part is really easy. I use Photoscape for icon making and text placement. I use Photoshop for all other stuff.
