I think he just said to mess with Rick's head, I don't think he would have gone through with it like with the scene where he tortures Rick by making him think he has to cut Carl's arm.

I think being a gym teacher is what helps him connect and form friendships with the kids, and why he’s so bad with adults.
The scene where he saves Lydia is so unfair for Negan. All he did was push the woman, how would he know she would die? Then gets banished for it.

It just goes to show that Negan is right, everyone is a hero in their own story even if what they're doing is wrong (ie. them judging and hating Lydia just because of her mother)
