They allowed him too show them as Negan, but I don't know about John because we never saw them..

He also had less tattoos when he played John. I don't think they'll show them cause...unless its an AU version of John it wouldn't make any sense. Cause John didn't have tattoos. And he's been dead for over 10yrs.
