That seems plausible especially with how Hopper tried to find out the truth and helped Joyce even if she sounded crazy.

They're such a great dynamic/team. The moment Joyce came to Hopper for help with Will, it was the start of a great friendship and potential relationship down the road.

^I know she had another kid that's the most they gave out of information so I'm guessing she moved on most likely re-married.

And Hopper raised his daughter alone but she died of cancer right? So I kind of feel that he can relate to Joyce in a way when she lost Will because he lost his own kid and he now wants to help Joyce find her kid before it's too late.
