I'm stumped as to how that system of electoral votes works

Over here, it's just every vote that "counts".

Start working with my presentation paper since I have 3 so I haven't start w/ those until today.. So I'm done w/ the first one bec this is group presentation and I'm studying for exam 2, so it's studying slash lazy weekend for me..
