Yep, all of them, besides those that can also be funny and are more of an anti hero rather than a full on villain.

Like magneto on x-men or the punisher, but when there is a reasonable motive i consider them rather anti-hero. They do something that they must do and is right from a certain point of view, but pretty vile from another point of view. Cersei is like that. She has been treated horribly and finally decided to kill many people to get rid of the religious fanatics in kings landing or kill people to protect/revenge her dead daughter. Whereas joffrey was simply flat-out evil just as ramsey. Those kind of characters need to die.
