Embarrasing to say but I haven't read any HP books and I think I saw maybe first two movies only...Therefore Tom's joining TF wasn't a big deal for me like for HP fans. Was he a big thing on HP?

Yes Tom had a meaningful role in the HP saga. I wouldn't say he was one of the protagonists but definitely one of the most important supporting actors :)

Yes Tom is doing a good job as Julian. He has a lot of charisma and him and Grant have great chemistry together :)

Draco is a pretty important character. Harry/Draco is one of the biggest unconventional ships in the fandom.
