Since Diggle was suppose to be Oliver's "bodyguard," one would assume it would have happened sooner in some capacity, but it didn't.

They had a lot of potential to be great friends, and I think the writers missed the mark with that.

I agree with you both. They really should have had scenes starting from season one and building up from there. It would have made a lot of sense. I think the writers chose to focus on... other characters with that instead, unfortunately, even though Laurel was a main from the beginning.
