Exactly.. even if they go with Olicity all over into the future.. Laurel was is first (and IMO true) love.. he was just too stupid to get it right once he was back

they really had a shot in S1, and could've in s2 as well but they were both feeling guilty about Tommy so it wasn't the right time

and after that, sadly they didn't try again
