I'm not familiar with Harley. Does she have any superpowers? If not Cap/Steve would totally win that fight. He would find away around her dirty fighting too. I mean he was a soldier. He's renowned for his strategy and quick thinking. Also that bat wouldn't do that much damage to him either. He can lift a motorbike and hold down a helicopter.
