I think it's 9 movies but that's 9 Marvel movies, we know he's in Civil War, he could also be in Infinity War and was in CA2 (3 movies right there). From that point on he could do anything in Phase 4...perhaps he gets a Winter Soldier Solo movie, he does that and Avengers 4, shows up in a Black Widow movie, etc.

The number of movies for Sebastian Stan is interesting, I know many speculate that it means he's the next captain (possible), solo movie (also possible), new Avenger (almost a given IMO). However the other side, the 9 movies could be less about Stan/Bucky being the future lead of MCU and more about being a utility player, like Sam Jackson/Fury (IM2, Avengers, CA3, Avengers 2...)

Originally, Marvel wanted to sign Chris for 9 movies too, but Chris balked at that and managed to talk them down to 6 movies. And just because you have a 9 movie deal, it does not mean you will get to be in nine movies. It just means Marvel has the option to use the character that many times. Who knows, Sebastian might only get to be in 3 or 4 movies.

I didn't know about Chris originally getting a 9 movie deal offer. Now, I'm wondering if this is more about Marvel protecting themselves against another RDJ incident? Lock them in for the long term while they're cheap. This way they don't have to pay anyone 50 Million for a single movie?

And you are correct, getting a 9 movie deal doesn't mean you get 9 movies, you could get less (if it doesn't work out).

I know Hugo Weaving signed a multi contract deal too, but he has absolutely said he does not want to do another Marvel movie.

yea..I liked the last episode of season one... and no way Hollywood could afford to pay all of those actors to play all of those Villain roles...b/c you have like 5 bad guys working together too...although MoDoK from the cartoon would probably be CGI in the movie
