I heard this story was partially Iron Man vs. Captain America over their views on the Meta-Human/ Super Hero Registration Act... obviously these two will disagree on this

It obviously won't follow the comic storyline 100% since the public knows their real identities.
Also, there are still the Spider-Man rumors. Whether he shows up in this movie or not still remains to be seen. |

I think they've been saying that if Spider-Man does show up, it won't be Andrew Garfield's Spider-Man. The role would be recast. Sony seemed to be trying a soft reboot with the Sinister Six movie, but that project is in trouble as is the whole Spider-Man franchise.

He will be in Avengers: Infinity War also. Whether he's in both parts, we don't know yet.
