I thought for sure after Cap 2 that Bucky would be playing a bigger role in Cap 3, but that all changed when Steve and Sam's search for Bucky took a back seat to Tony Stark and Civil War.

Because while he's a very good actor, he is not considered a bankable actor. All of the movies he's been in have been ensemble movies and he's never been the lead actor.

I thought it would be bigger, but now there's so many big characters that I'm sure his role is substantially smaller than what it would have been if they had just kept it to the core Cap characters.
