It's annoying because it's like the writers don't speak to each other and there's no payoff to whatever they are building.

Very inconsistent but I did think Harry’s reaction was the episode that was out of place.

In 4x10, he was fine at Barry was getting sentenced, 4x11 as Barry was in jail but then suddenly in 4x12 it bothered him.

They must have thought "We havent' explored Harry's feelings in a while so let's have him angst over Barry in prison. We can always forget about it in the following episode"

I think I'm okay with it because it seems they are giving Harry an actual storyline. If it were done just to showcase how much of a genius he is I would have reacted differently. We know he's super smart, now let's remember Barry is a genius as well
