It's a mistake and focusing on guest stars.

We watch for the characters already there just build off that. It's a simple formula they fail to grasp.

He wasn't that bad

He didn't need to become a STAR Labs character and be reduced to Caitlin's love interest but he was much better than other guest stars. He was wasted
