I also like to think it was Oliver's way of taking care of Gail. So she would be occupied and not destracted by her thoughts.

Nice for him to take her aside and talk to her about her personal life and how to deal with it . A lot of her issue was the death of woman in apt laundry room, and talking to the woman's young daughter . That has really laid heavy on gails mind and oliver knows it . Add in the holly stuff , then it all comes to a head of why she is not 100% in the game . Love how gail deals with sadness buy shopping plus giving away what she bought . to chloe "your a tiny person you take it " the turtleneck

I also think it was both. Oliver often acts like he's all unknowing and innocent but we know him better.
