Lana obviously knows Regina's feelings better than I do, so if she calls it puppy love then I suppose that is what it was, but I do not feel like it was portrayed on the show this way. Daniel's death was a huge event in her life. She hated Snow for years because if it, which eventually led to her cursing an entire realm. Granted there were other factors as well. She was pushed into a loveless marriage that she didn't want and Rumple certainly played a part in feeding her pain and encouraging her to learn dark magic, but Daniel's death was where it all began. In season 2, when she had to let him go, she was clearly not over him. Even as recently as season 5, twice we saw her react very emotionally when having to think about his death. There was the scene with the dream catcher in Camelot when she crying having to watch his death and then in the underworld at the cemetary, she couldn't even bring herself to look at his headstone until Snow told her that it was okay to look because he had moved on. That doesn't take anything away from her feelings for Robin, I'm just saying that to me, it seemed like the show was portraying her feelings for Daniel as a bit more than puppy love.
