I'm sure there happened something in the past that made her leave the legal territory. Most of the things have a history and I'm sure her decision has as well.

That's a possibility... You know, how else would she know all that stuff?
 Maybe she was working for the government as well and retired?  She is in her 60s already.__________________

I hope we find out at some point. But I agree she the be a doctor of some kind. And she needs to have a steady stomach to do all this.
