I guess because Red didn’t view him as a threat or capturing him would not benefit Red in whatever goal

The only possibility is that Red told him that he actually isn't RR or that Katarina is still alive. But other than that, I can't see what would bring Kirk to stop from killing Red

They still had blacklisters while he was in prison and the few times he wasn't around they were looking for one already I believe so..
but I don't know how it is going to work out with him missing. __________________

But yeah, thinking about it I think it was differently back then... When he was on the run, he nevertheless let people towards the blacklisters. Same about his time in prison
