I feel so bad for Francis and Toby. This show just loves dumping on Francis.

I disagree. I don't think they've made Francis weak at all. From Mary's singular POV he appears weak because of the choices he is being forced to make, but I think the pressure he is being put under proves how strong he truly is. And how he'll never stop protecting the people who matter most to him. I also think it's important that he is devastated by the choices he has had to make for France-- these are not things he wanted to do, because he IS a good man. He is a just and tolerant man. So, really, this arc further illustrates Francis' strengths and attributes, and only the characters who cannot see all that are the ones who think he is weak.

ETA: You edited your post, so mine no longer makes sense, but I'm leaving it anyway.
