My guess it'll be the end, but it's not a sure thing. Rules of Engagement was a midseason replacement for several years before ending on its own terms (i.e. was renewed for a final season so they knew it was going to end and could plan accordingly.)

People was sick to see that they couldn't catch him, and when they caught him they were sad to see him caught.. They should decide what they want
I've always watched the shoe for the cast and the character, I didn't care about Red John, I always loved Patrick and Teresa bickering, Cho and Rigsby friendship, Van Pelt cuteness and everything, I also loved all the cases, filler or not, I always loved this show, and to know that I can still watch it for another year.. it just make me happy, I don't care what it's going to be, I'm just happy I'm not saying goodbye yet

Because each year networks have shows to be brought in as "midseason replacements" to fill in for early cancellations or reality shows that end mid year. Rules of Engagement was one of those, for years CBS cherished it as a sort of "old reliable" midseason show. This year The Mentalist, Mike and Molly, Undercover Boss, and a few others are the midseason replacements.
