Pretty sure you just have to ask for the warden's permission.

I'm fairly certain you can easily get a 'press visit', like if you're writing a story/book on that person, they'll allow you to visit them. I'm not sure if it's as simple if you just want to hang out~ with the criminal (and you're not related to them) but I doubt it's illegal. They probably have rights to it, maybe once or twice a week, although I don't know if the number depends on the crime they committed or not.

I know that Richard Ramirez (known as 'the night stalker') married a woman who sent him letters over the course of 11 years while he was in prison, and they married there.

So yeah, it's not too hard for creeps and their followers/admirers to get in touch with each other.
