They could not care less that people were starving in the poorer districts. They really were brainwashed into not thinking of those people as "people" but just objects of entertainment.

The people tried to revolt before but things ended up worse for them, so yeah they've been waiting all this time for someone to rise again and defy the injustice they're living in. Katniss lit that spark in them again.
