Not as much as is made out, but they do seem to be dealing with the police a lot more than most people would. With all of the people connected to these girls that die, though (Maya, Garrett, Wilden and now Jessica), it's not much of a surprise. The cops being there when Melissa got home was kind of just coincidental, I guess, and considering that she was already concerned about Spencer, that must have made her even more worried.

I hope that's something they go into in 5A. She was already expecting to walk into a mess after what Toby told her about the relapse because of what it was like last time, but she probably hadn't been expecting to walk in to see the police. She might have thought that this relapse had ended up being worse than the initial addiction and Spencer had done something really dangerous/reckless and got caught.

It would be nice to see a little more of her being the worried sister as opposed to the pointless red herring. We need some development, and repeating the exact same storyline won't give us that. They need to drop it already and start developing the relationship.

Exactly! There's only so many times they can do the exact same thing with different characters before it gets old, let alone the same one. I get that they need red herrings, but they don't need to be the same character every single season. They need to move on to new ones and develop the old ones past that story by giving them other things to be doing.
