And the entire precinct congratulating her! I imagine she's nice to all her colleagues but we don't see her interacting with the others.

I don't know how fast they made the decision. Because Cat knew about Tess making captain like before the houseboat burned down. Then the next scene it's Tess being interviewed then right after that the precinct celebrates which I assume is the day after the fire.
