Emily is probably moving up to 2nd billed and more officially the female lead after SA and the "comic canon" couple can't happen anymore, not that it was ever going to, so it's all the more reason to go full steam ahead with Olicity promotional stuff. I don't think any of us know for sure how all that billing stuff works. Doesn't really matter though, Emily has really been the female lead since like season 2, and this just makes it more official. She and SA are the center of the show, more so him obviously but she's next in line, and they need to start promoting the show more with them. This just gives them even more reason to do that.

Billing can be based on experience and EBR doesn't have a lot of it.
