Tough question, as much as I loved hers, I'm going with Oliver's. His ILY in 3x09 gives me butterflies every time I watch the scene. SA was so good in that scene and so much emotion.

Ooh that's a hard one. He's actually kind of had multiple I love yous to her that were amazing but her I love you was amazing too. Her speech was just beautiful. But I think I like his two things I know ILY and also his backward ILY before the kiss just a tiny bit more. Just because Oliver expressing his feelings link that explicitly to her face was a new and amazing thing for him and the backwards ILY was just heartbreakingly beautiful.

I like how he just stated it as a simple fact.
