It's easy to label him as a villain because he's going up against the heroes, but if you really think about it, he's only doing these things because he's been programmed to obey all orders and to do whatever it takes to finish the mission, even if that means killing innocent people. To WS, everyone is the enemy unless he is told otherwise. He can't tell if a person is good or bad because his mind has been programmed to not think on its own.

And its clear that he isn't aware of it. The moment when he realises and remembers, shows he's decent deep down, whereas villains are pure bad.
